POLICY CYCLE ASSIGNMENT
The“Healthy Food Choices Act of 2016” is an amendment of Food andNutrition Act of 2008 that is geared towards ensuring that theelement of nutritional value is put into consideration whilepurchasing supplemental food items. The act, therefore, governsvarious government agencies to direct them towards taking actionsthat are bound to have better practices in the end (House ofRepresentatives, 2016). The act requires a proper dispensation planthat will play a part in influencing its success and achieving theobjectives that it was set for. As such, a policy that acts as a planhas been developed to assist in rolling out the proposed act. Thepolicy provides for all the procedures that need to be followed aswell all the bodies that are party to the act in one way or another. The paper, therefore, aims to describe how the policy cycle mightwork for “Healthy Food Choices Act of 2016.”
Oneof the issues that are identified in the policy cycle is the factthat it provides for the definition of healthy foods quite clearly.Some of the items that are outlined include meat fish, poultry, andsoup. These are elements that need thorough regulations given thefact that there is a chance that they could be corrupted if propermeasures are not put in place to ensure their integrity (Barnhill,2011). The policy also includes legumes which are both raw occurringas well as those that are canned. The policy, thereby, bases itsactions on the aspect that the more these food elements are passedthrough some level of regulation, the higher the chances of ensuringthat they are within the stipulated requirements that will maintainthe safety levels and nutritional value that they shall have uponpeople (House of Representatives, 2016). All parties dealing in thehighlighted food supplements will, therefore, have the need to findout all the information that relates to dealing with the said itemsso as to ensure that they are not on the wrong side of the practice.With time, they shall be more willing to take up practices that areconsistent with what is expected of them.
Thepolicy also puts more attention on children. The main reason is thatchildren are usually the largest beneficiaries of supplementaryfoods. Children also have lower immunity levels and them, therefore,need special attention to protecting them from cases that may havelarge health effects upon them (House of Representatives, 2016).Children also generally lack the capacity to make personal choices onwhether they may take a given food supplement or not. In such a case,the government retains the high responsibility to put in stringentmeasures that will govern those entities that deal in the creation,processing, packaging, transporting and dispensing of supplement fooditems (Barnhill, 2011). These entities may need to be open abouttheir dealings and cooperate closely with regulatory authorities in abid to increase the chances of the implementation of the proposed lawbeing effective. One of the ways to which the parties may comply withthe said actions could be through the provision of public informationon all the actions that it has taken in a given period to give roomfor accountability, where possible.
Thepolicy cycle is also bound to bring in more people to becomeconscious of their heath as well as the actions that they need to putin place to achieve better health standards (House ofRepresentatives, 2016). The situation is mostly influenced by thefact that more agencies that are involved in dealing with the statedfood items put under regulation will be sharing the information thatthey have with other parties, thereby increasing the level ofknowledge that is born by different parties (Barnhill, 2011). Anotherway through which the policy could influence the implementation ofthe proposed law is through the provision of procedure of prosecutingparties that are contravening its provisions. In such a case, mostparties will shy away from going against the stipulations that arehighlighted as they can save more funds that they could have lost asa result of being exposed to various court suits due to failure togive heed to the provisions of the proposed law.
Inconclusions, it is quite evident that the issue of child safety isquite pertinent and such individuals need to be exposed to food itemsand supplements that are not only of high nutritive value to them butalso of high safety standards. If passed, the role of ensuring thatthe new law acts up to its billing shall be the preserve of allparties involved (Barnhill, 2011). All the business entities that arein the process of dealing with nutritive food supplements will needto maintain them in levels that assure of a high level of safetystandards. The regulatory bodies such as the Food and Drug Administration will also need to tighten their oversight duties tonab any parties that could be in the process of going against the setprovisions.
