Therole of the director of safety is to facilitate and monitordevelopments, operations, and never ending improvements of the safetymanagement systems as employed by the service provider. Generally,the director of Safety serves as the central point for planning,organization, and implementation of safety management matters in anyorganization. Mostly seen as the key enabler for operationalmodifications necessary to impact safety within an organization, thedirector of safety priorities includes managing and monitoring safetymanagement processes within organizations safety management systems.As such, the appointment of a director of safety is perceived to be acritical phase in the institution of the safety management system,organizational culture, as well as a requirement for effective safetyplanning process. Thus, to qualify as a director of safety in theaviation industry, several conditions must be satisfied.

DOSMinimum Requirements

Oneessential precondition is that the director of safety is required tocomplete an aviation safety training program that is consistent withthe specific position’s roles and responsibilities (FAA, 2012).Where the candidate is yet to complete the education program beforehis/her appointment, the director of safety must join one to get anopportunity to enhance his/her experience. The education program ismeant to cover safety culture, safety philosophies, risk management,accident preventions and examinations, the role of the safetydirector as one of the core advisors to the senior management, etc.As a crucial part of an ongoing education experience, the director ofsafety is required to actively participate in safety meetingsconducted within the industry, schools, and seminars. The director ofsafety must also have a broad operational experience, professionalcredentials, and qualifications. This means that he/she should haveadequate knowledge and understanding of aviation safety programs andstandards, and safety aircraft operating practices (ECFR Part 121,2015). Regarding professional credentials, the director of safetymust have a FAA mechanics certificate, airline transport orcommercial pilot certificate, or an aircraft dispatcher certificate.For the professional qualifications, the director of safety must havethree years of experience in a supervisory role with the USgovernment or an agency that deals with aviation issues or threeyears of expertise in the US military aircraft operations (ECFRPart 121,2015).

Exclusionof Director of Safety Minimum Experience by FAA

Underpart 119.65, it provides the management personnel that is required inaviation operations. They include the positions of the director ofsafety, the director of maintenance, the director of operations,chief inspector and the chief pilot. As observed in the section119.67 that outlines the management personnel required qualificationsfor operations, it can be noted that all indicated positions exceptthat of the director of safety have minimum experience as aprerequisite. The main reason for this exclusion could be perceivedthat, for these posts, the candidates must have adequate, competentmanagement and technical skills to ensure that they promote thesafety of operations. This implies that having in-depth knowledge andunderstanding of and practicing aviation safety standards, is acomponent that must be satisfied by these candidates. The director ofsafety position is critical and requires someone who is creative withstrong decision making skills. Including the minimum requirements inthe regulation may limit some other qualified personnel for theposition. In my opinion, apart from the training and experience, thedirector of safety should have more other skills that cannot all becovered in the document since a law must be specific.

Itis presumed that each certificate holder must knowledgeably workwhile exercising the uppermost levels of safety under few directionsfrom the management personnel (ECFR Part 191, 2016). This can beattributed to the fact that the operating environment, the number andtype of aircraft used, and the positions involve complexity practicesin their operations. Similarly, these persons must have sufficientknowledge of the aviation safety regulations and standards as well asenhance safe operating practices, full understanding of the federalaviation regulations i.e. 14 CFR chapter 1 and hold propermaintenance and airworthiness precondition as part of the standardsin the safety management systems (FAA, 2014). These safetyregulations will help the management personnel to undertake theirduties in a manner to meet relevant lawful requirements and tosustain safe operations within the aviation industry.
